Arizona scored a 58 (out of 100) in encouraging investment in mining, in Fraser Institute's annual Mining Survey 2008-2009, placing the state in 27th place among 71 jurisdications (states, provinces, countries) worldwide.
Quebec was #1 at 96, followed by Wyoming (91) and Nevada (87). Venezuela came in last at 4.
Arizona ranked 4th in supply of labor/skills. Overall, Arizona ranked 40th in composite policy and mineral potential.
